What Turnkey Delivery Covers

A turnkey contract puts one company in charge of the entire project. The client deals with a single point of accountability instead of coordinating separate designers, suppliers and contractors. On an SPML turnkey project, that scope typically includes:

Design and engineering: in-house design teams handle surveys, detailed engineering and technical planning.
Procurement: SPML sources the equipment, materials and specialist systems the project needs.
Construction: SPML handles civil, mechanical and electrical works on site.
Testing and commissioning: SPML confirms the asset performs to specification before handover.
Operation and maintenance: long-term O&M contracts are available where the client needs them. Several of SPML's water projects carry 7 to 10 years of O&M.

Execution Models

SPML takes on projects under several contracting structures, depending on how the client wants to fund and own the asset:

EPC (Engineering, Procurement and Construction): SPML designs and builds, and the client owns and operates the finished asset.
BOT / DBFOT (Build, Operate, Transfer / Design, Build, Finance, Operate, Transfer): the concessionaire finances and builds the asset, recovers its investment through operation (for example, toll collection), and then transfers it back to the government.
PPP and BOOT (Public Private Partnership / Build, Own, Operate, Transfer): the public authority and the private partner share risk and investment over the life of the project.

Project Experience

Jaora-Nayagaon Toll Road, Madhya Pradesh
SPML Infra was one of the promoters of the special purpose vehicle formed to four-lane, strengthen and upgrade the Jaora-Nayagaon section of SH-31 (formerly NH-79) on a BOT toll basis. The concession agreement was signed with the Madhya Pradesh Road Development Corporation in August 2007 for a 25-year period. The road runs roughly 128 km across three sections, with tolling operations beginning from September 2009.
